The prevention of and response to terrorism begin at the state and local levels. The State and Local Anti-Terrorism Training (SLATT) Program provides no-cost training and resources to state, local, tribal, and territorial law enforcement officers and members of the intelligence community, who serve as the front line of defense against acts of terror.
Currently, the SLATT Program is undergoing a curriculum and website revitalization effort to reflect a more role-based approach to identifying what terrorism looks like, understanding how to report it to the Federal Bureau of Investigation (FBI), and—should the need arise—preparing to respond to an incident. As part of the revitalization effort, on-site training courses are being developed in order to provide content tailored to different roles: law enforcement, emergency managers, crime analysts, and intelligence analysts.

The SLATT Program is a Bureau of Justice Assistance (BJA) program. BJA, a component within the U.S. Department of Justice’s Office of Justice Programs, helps to make American communities safer by strengthening the nation's criminal justice system. Its grants, training and technical assistance, and policy development services provide state, local, and tribal governments with the cutting edge tools and best practices they need to reduce violent and drug-related crime, support law enforcement, and combat victimization. Training
The SLATT Program offers four specialized, on-site training courses. Each course is tailored to the different roles in law enforcement and other state and local functions (law enforcement executives/managers; patrol officers/line personnel; investigators and analysts; Academy Staff and Field Trainers) who play key parts in terrorism prevention and response. All SLATT Program training is developed by national subject experts with years of experience in the field of law enforcement and counterterrorism. This dynamic training is available at no cost through funding from the Bureau of Justice Assistance.
